The Attorney General’s Office launched the new action against Robinson, whose real name is Stephen Yaxley-Lennon, over alleged breaches of a court order not to repeat defamatory lies about a Syrian refugee. Yaxley-Lennon has not been seen in the UK since he left the country hours before a court case concerning related allegations. A judge ordered him not to repeat the claims, but last year the founder of the English Defence League returned to them and included them in a film distributed online to his followers. In June, Yaxley-Lennon was ordered to the High Court to answer the allegation that he had ignored the judge’s order. A hearing over the original and new allegations will be held on October 28. The film remains pinned at the top of the Tommy Robinson X account – and in the introduction he stands outside the High Court and accuses judges of gagging him. Hours after the London rally on 28 July, Yaxley-Lennon went to the Channel Tunnel terminal at Folkestone, where police officers stopped him under counter-terrorism stop-and-search powers. When he allegedly refused to co-operate, he was arrested and held until 22:00 BST. He then left the country. During the subsequent riots, which developed out of conspiracy theories often promoted on the Tommy Robinson social media channels, critics say he inflamed tensions. One post on his X account declared “Now is the time”. It is not clear whether Yaxley Lennon personally published the post and it was later deleted. When BBC News asked him to clarify why it had been posted, he publicly replied with an F-word response. The High Court has issued an arrest warrant for Yaxley Lennon’s arrest – but it will only be triggered if he does not contact the court by 2 October, to allow him the opportunity to agree to turn up voluntarily on 28 October. So far he has not contacted the court. The deal will reflect the “breadth” of the two countries’ bilateral relationship, it says, but makes clear it will need to be “in full accordance with Germany’s membership of the EU, and the UK’s relationship with the EU”. A new defence agreement – for which work is already under way – will be a “key pillar” of the treaty, it says, adding “joint priorities” include economic growth, cooperating on law enforcement, youth and education, energy security, environmental policy, transport and infrastructure, technology and research and innovation. Asked about the possibility of student exchanges between the UK and Germany when speaking to journalists in Berlin, the prime minister instead emphasised his discussions with Scholz on illegal migration. The Met said a total of 50 officers had been injured during the event, while most of the arrests were for possessing an offensive weapon or drug offences. More than one million people were expected at the carnival on Monday, a majority of whom police said had come “to celebrate”, with a “minority of people using it as an opportunity to commit crime, including violence”. Thousands of officers were deployed to the annual street party, which the force said was a “challenging event to police with very dense crowds”. We are tired of seeing crime scenes at Carnival.” During the previous two carnivals, one person was killed, 14 others were stabbed and more than 125 police officers were assaulted. About 500 arrests were made at the carnival during those two years. Measures had been taken to reduce crime, including officers being given greater stop-and-search powers and being allowed to order the removal of face coverings. The Met said it had worked with event organisers for months to secure the event. There’s no song that reminds me of Carnival but the drums immediately take me back. I’m most looking forward to seeing the costumes, that will make it feel like we’re back home.” Some people living close to the Notting Hill Carnival parade are cashing-in on the huge crowds descending on their streets and have become entrepreneurs on their own doorsteps. Signs outside homes in the area show some selling the use of their toilet for £3, two cans of beer for £7, fans, handbags and even slush is on offer during the warm weather. I wonder how many toilet queue jumps have been sold? The streets of west London are absolutely packed with people along the carnival route. As you squeeze your way through the crowds it’s a sensation for all senses with blaring beats from the sound systems, the burst of the parade’s colourful costumes combined with the smell of dozens of food stalls selling every type of Caribbean food imaginable. From what we found among the crowds, the celebrations are going off peacefully with an electric energy in the air. Adults Day at Notting Hill Carnival is all about ‘showtime’, as musicians and dancers are making their way through the streets of west London on the final day of celebrations. That meant some new checks and controls have been applied to goods being sent from Great Britain to Northern Ireland – which some have described as the Irish Sea border. This was originally governed by a UK-EU deal known as the Northern Ireland Protocol. It was revised last year and became the Windsor Framework. Under the original deal most parcels going from Great Britain to Northern Ireland would have required customs declarations: that was never implemented as businesses and the UK government said it would be unworkable. The Windsor Framework aims to radically simplify the original proposal while also including measures which give the EU assurance that goods will not illicitly enter its market. A UK Government spokesperson said it was committed to implementing the framework in good faith and protecting the UK internal market. There will be no new requirements for consumer-to-consumer parcels and consumers should not notice any changes when buying from Great Britain retailers. However parcel companies which are carrying goods from Great Britain companies to Northern Ireland consumers will have to be part of a new trusted trader scheme, called the UK Carrier Scheme (UCS). It will not involve customs declarations but the companies will have to provide information to HMRC. For example, they will have to show they have a process in place to tell whether their customer’s goods are being sent to a private individual, or a business. The major charge will be for business-to-business parcels which will have to use the UK Internal Market Scheme (UKIMS). That involves a simplified customs declaration for goods which are not at risk of moving onwards into the EU. Goods which are ‘at risk’ will require full customs processes. Any businesses exclusively sending parcels to consumers will not need to be registered for the UKIMS. The UK’s biggest parcel operator, Royal Mail, said it was working closely with the government, customers and others to ensure that goods from Great Britain to Northern Ireland continue to flow smoothly when the changes are implemented.‘Not for EU’ labelling Another upcoming change is the requirement for a wider range of Great Britain foods products to have ‘Not for EU’ labelling when being sold in Northern Ireland. Under the Windsor Framework, UK public health and safety standards, rather than EU standards, apply to food and drink being sold by retailers in Northern Ireland. That means Great Britain traders who are sending food for sale to Northern Ireland consumers should face few routine checks and minimal paperwork. The flipside of this is the use of ‘Not for EU’ labels on GB food products, to give assurance to the EU that products will not wrongly be sold in its single market. In the first phase that labelling was limited to pre-packed meat and fresh milk being sent from Great Britain to Northern Ireland. From 1 October, all milk and dairy products will need to be individually labelled at product level. The previous government had been planning to extend ‘Not for EU’ labelling to the rest of the UK but later placed that decision under review and held a consultation. It is understood the current government is still considering the evidence from the consultation and no legislation to give effect to these arrangements has yet been taken forward.Republic of Ireland agrifood products Meanwhile it has been confirmed that Republic of Ireland agrifood products being shipped to Great Britain will not face physical checks until next spring at the earliest.
